I am planning to move to a rural area .... Subsection 8 lots were open and no more than one subdivision 1.5yr old and has about 8 houses that are bought and sold by the owner. What does this mean?

This could mean that the owner, buy and sell at higher prices. Or it could mean that someone before it has built and purchased, published for whatever reason they want.
It could also mean that there is something wrong with the economy in this area. These rural areas, it is kind of economy that many people - like a plant or me - only to bankruptcy? Perhaps the houses were rented to families.
That is what I would do: Call your apartment by the owner and ask for the house. During the convo, you can ask yourself if the house is set in advance by the owner or someone who lived. You can also knock on the doors of neighbors. I know this might sound silly, but it is something that you hit the books. I am currently looking to buy a house in a very new community. My plan is to leave next week and door to door asking neighbors and how much the producers loved the fact that repairs were necessary if the research is that you can work online or from an agent. Yes, it looks like I'm a stalker, but it's something I read in a book or two. To check (And you also get your neighbors!)
